투표용지 부족 사태로 촉발된 서울 올림픽공원 핸드볼경기장 '잠실 개표소 봉쇄시위'가 17일째 이어지고 있다.
21일 오후 시위 참가 인원은 경찰 비공식 추산 4천명 안팎으로 앞선 두 차례 주말보다는 화력이 많이 줄어든 모습이지만 20·30 청년층 발길이 그래도 이어졌다.
잠실 시위에 참여하던 일부 젊은 층이 홍대 등 시위 공간을 분리해 나갔고, 온라인 활동에 집중하는 점 등이 영향을 미친 것으로 보인다.
이날 찾은 잠실 시위 현장은 주말을 맞아 평일보단 사람이 많았고, 주축 세력도 평일 60대 이상에서 20·30 젊은 층으로 다시 넘어온 것으로 보인다.
오전까지만 해도 중장년층이 가장 많았지만, 오후 들어 청년층과 아이 동반 가족 등이 늘어났다.
실제로 유모차를 끌고 나온 가족이나 친구들과 무리 지어 자전거를 타고 나온 10대도 눈에 띄었다.
개표소 인근에는 '올공유치원'(올림픽공원 유치원)이란 팻말 아래 아이들이 태극기 그리기 등 활동을 할 수 있도록 만든 공간도 마련됐다.
아이와 이곳을 찾은 한 30대 부부는 "아이가 태극기 그리는 법을 확실히 배울 기회라서 좋은 것 같다"고 했다. 다른 부부는 "아이가 자랄 세상이 망가지고 있어 아이와 함께 나오게 됐다"고 말했다.
특히 오후에는 일요일을 맞아 청년층을 중심으로 예배와 찬양을 하는 무리가 곳곳에서 포착됐다.
서울시 실시간 도시데이터에 따르면 오후 10시 기준 올림픽공원에 머무르고 있는 실시간 인구는 1만8천∼2만명이다. 이 가운데 20∼30대가 절반 이상을 차지했다.
집계된 20·30 인원 가운데 상당수는 시위 현장 인근에서 열리는 뮤직페스티벌 관람객으로 추정된다. 이날 오후 7시 기준 4만6천명까지 늘어났던 공원 인구는 꾸준히 감소 중이다.
이날 핸드볼경기장과 옆 88잔디마당에서 열릴 예정이던 '파크뮤직페스티벌'은 88잔디마당, 88호수수변무대, 우리금융아트홀로 공연 장소를 변경했다.
시위 장소 바로 옆에서 티켓 배부 등이 이뤄졌으나 주최 측이 펜스를 설치해 관람객 동선을 분리하며 큰 혼란은 발생하지 않았다.

잠실 시위 참가 시민들은 개표소로 쓰인 핸드볼경기장을 둘러싸고 "부정선거 재선거", "당일투표 수개표", "한미공조 수사해", "부정선거 에이웹(A-WEB·세계선거기관협의회)" 등의 구호를 외쳤다.
에이웹은 한국 선관위가 소속된 협의회로, 부정선거 시스템을 세계 각국에 수출하는 몸통이라는 음모론이 제기돼왔다.
일부 시위 참가자는 "'한미공조 수사' 구호는 외치지 말고 '재선거'만 외치자"며 불만을 드러내기도 했다. 이들을 두고 "'당일투표 수개표'만 외치자"고 제안하거나, "우리는 하나다" 등의 구호를 외치는 이들도 등장했다.
올림픽공원과 붙어 있는 한국체육대학교에서 오전 10시에 '선관위 개혁 관련 시민 토론회'에 김민석 국무총리가 참석한다는 소식이 알려지자 시위 참가자들 사이에서는 충돌을 우려하는 목소리도 나왔다.
"서부지법 사태를 기억하자"며 "같은 실수를 반복하지 말고, 어떤 상황에도 폭력과 충돌은 안 된다"는 내용의 피켓이 붙어있는 모습도 눈에 띄었다. 사회관계망서비스(SNS)에는 김 총리가 방문할 경우 '침묵시위'를 하자는 제안 글도 게시됐다.
다만 일부 유튜버는 해당 토론회 참석시켜달라며 한체대 측과 실랑이를 벌인 것으로 알려졌다.

오후 3시께에는 방송인 이혁재가 빨간색 티셔츠 차림으로 태극기를 들고 시민들과 사진을 찍는 등 개표소 인근을 돌아다니기도 했다.
2010년 룸살롱 여종업원 폭행 사건 등으로 방송계에서 퇴출당한 그는 지난 3월 6·3 지방선거를 앞두고 실시된 국민의힘 광역의원 비례 청년 공개 오디션에 심사위원으로 참가한 바 있다.
일부 시위 참가자가 언론사 기자를 둘러싸고 "제대로 보도하라"고 요구하기도 했다.
한 시민은 부정선거의 증거라며 투표용지 등의 모습이 담긴 수십장의 사진을 개표소 인근 바닥에 붙여뒀다.
오후 6시 30분께부터 시민 20여명으로 구성된 오케스트라의 연주회가 열렸다.
이들은 태극기를 보면대에 붙이거나 몸에 두른 채 애국가와 '충성가', '아름다운 나라' 등을 연주했다. 충성가는 윤석열 전 대통령이 수용된 서울구치소 앞에서 지지자들이 자주 불렀던 군가다.
일부 시민은 "시위 현장에서의 불법행위에 동조하면 패가망신할 수 있다"고 경고한 박정보 서울경찰청장을 협박 혐의 등으로 고발하자는 서명 운동을 벌이기도 했다. 300명 이상의 시민이 고발장 옆에 자신의 이름 등을 적었다.
주최자 없는 시위가 장기화하며 다양한 의견을 표명하는 깃발, 피켓도 등장했다.
대형 성조기를 흔드는 참가자는 물론이고, "성전환 수술 없는 성별 전환 반대" 등 이번 선거와는 무관한 의견을 피력하는 깃발도 눈에 띄었다.
이런 가운데 친여 성향 유튜브 채널 '정치한잔'은 인근에서 개표소 봉쇄를 규탄하는 시위를 예고한 상태다.
종로구 보신각 앞 인도, 중구 대한문 앞 인도 등 강북 지역에선 참정권 침해를 규탄하거나 부실 선거 관련자 처벌을 촉구하는 집회가 예정돼 있다.

The 'Jamsil vote-counting center blockade protest' at the Seoul Olympic Park Handball Gymnasium, triggered by a shortage of ballots, has continued for its 17th day.
On the afternoon of the 21st, the number of protest participants was estimated by police informally at around 4,000, noticeably fewer than the two preceding weekends, though a steady stream of young people in their 20s and 30s continued to attend.
It appears that some young participants in the Jamsil protest have split off to separate protest venues such as Hongdae, and a focus on online activity has also had an effect.
The Jamsil protest site visited that day was more crowded than on weekdays due to the weekend, and the core demographic appeared to have shifted back from those aged 60 and above on weekdays to young people in their 20s and 30s.
While middle-aged and older participants were most numerous until the morning, the afternoon saw an increase in young people and families with children.
Families pushing strollers and groups of teenagers riding bicycles with friends were notably visible.
Near the vote-counting center, a space was set up under a sign reading 'Olympic Park Kindergarten' where children could engage in activities such as drawing the Taegukgi (Korean national flag).
One couple in their 30s who came with their child said, "It seems like a great opportunity for our child to properly learn how to draw the Taegukgi." Another couple said, "The world our child will grow up in is being ruined, so we came out together with our child."
In particular, on Sunday afternoon, groups of mainly young people holding worship services and praise sessions were spotted here and there.
According to Seoul's real-time urban data, the real-time population staying in Olympic Park as of 10 p.m. was between 18,000 and 20,000 people, with those in their 20s and 30s accounting for more than half.
A significant number of the counted 20s and 30s are estimated to be attendees of a music festival being held near the protest site. The park population, which had grown to 46,000 as of 7 p.m. that day, was steadily declining.
The 'Park Music Festival' scheduled to be held at the Handball Gymnasium and the adjacent 88 Lawn Field changed its performance venues to the 88 Lawn Field, the 88 Lake Waterfront Stage, and Woori Finance Art Hall.
Ticket distribution and other activities took place right next to the protest site, but the organizers installed fences to separate the flow of attendees, preventing any major confusion.

Citizens participating in the Jamsil protest surrounded the Handball Gymnasium, which served as the vote-counting center, and chanted slogans such as "Re-election due to fraudulent election," "Same-day voting, manual counting," "Investigate Korea-US joint investigation," and "Fraudulent election A-WEB (Association of World Election Bodies)."
A-WEB is an association to which South Korea's National Election Commission belongs, and a conspiracy theory has been raised that it is the body exporting fraudulent election systems to countries around the world.
Some protest participants expressed dissatisfaction, saying, "Let's not chant 'Korea-US joint investigation' and just chant 're-election.'" Others suggested chanting only "same-day voting, manual counting," while still others chanted slogans like "We are one."
When news spread that Prime Minister Kim Min-seok would attend a 'Citizens' Forum on National Election Commission Reform' at 10 a.m. at Korea National Sport University, adjacent to Olympic Park, voices of concern about clashes arose among protesters.
Pickets bearing messages such as "Let's remember the Western District Court incident" and "Let's not repeat the same mistake — no violence or clashes under any circumstances" were also visibly posted. On social media, a proposal to hold a 'silent protest' if Prime Minister Kim visited was also published.
However, some YouTubers reportedly got into a dispute with Korea National Sport University over being allowed to attend the forum.

Around 3 p.m., broadcaster Lee Hyeok-jae, dressed in a red T-shirt and holding a Taegukgi, was seen wandering around near the vote-counting center, taking photos with citizens.
He was expelled from the broadcasting industry over an assault incident involving a room salon employee in 2010, and had previously served as a judge in a public audition for proportional youth candidates for the People Power Party's metropolitan council seats held ahead of the June 3 local elections in March.
Some protest participants surrounded journalists and demanded, "Report properly."
One citizen pasted dozens of photos of ballot papers and other items onto the ground near the vote-counting center, claiming them to be evidence of election fraud.
From around 6:30 p.m., a concert was held by an orchestra of about 20 citizens.
They attached Taegukgi flags to their music stands or draped them over their bodies while performing the national anthem, 'Loyalty Song,' and 'Beautiful Country,' among others. The Loyalty Song is a military march frequently sung by supporters in front of the Seoul Detention Center where former President Yoon Suk-yeol is held.
Some citizens also conducted a signature campaign to file a complaint against Seoul Metropolitan Police Agency Chief Park Jeong-bo on charges of intimidation after he warned that those who sympathize with illegal acts at the protest site "could face ruin." More than 300 citizens signed their names next to the complaint form.
As the leaderless protest drags on, flags and pickets expressing a variety of opinions have appeared.
Along with participants waving large American flags, banners expressing opinions unrelated to the current election, such as "Against gender transition without gender reassignment surgery," were also visible.
Meanwhile, the pro-ruling party YouTube channel 'Jeongchi Hanjan' has announced a counter-protest nearby to condemn the vote-counting center blockade.
Rallies calling for punishment of those responsible for the flawed election or condemning violations of voting rights are scheduled at locations in the Gangbuk area, including the sidewalk in front of Bosingak Pavilion in Jongno-gu and the sidewalk in front of Daehanmun Gate in Jung-gu.

Demonstrasi pemblokiran lokasi perhitungan Jamsil di lapangan bola tangan Taman Olimpik Seoul, yang dipicu oleh krisis kekurangan kertas suara, memasuki hari ketujuh belas.
Pada sore hari tanggal 21, jumlah peserta demonstrasi diperkirakan sekitar 4.000 orang menurut penghitungan tidak resmi polisi, menunjukkan kekuatan yang jauh berkurang dibandingkan dua akhir pekan sebelumnya, namun aliran remaja usia 20-30an masih berlanjut.
Beberapa kelompok muda yang berpartisipasi dalam demonstrasi Jamsil pindah ke ruang demonstrasi terpisah seperti Hongdae, dan tampaknya fokus pada aktivitas online juga mempengaruhi penurunan tersebut.
Lokasi demonstrasi Jamsil yang kami kunjungi hari itu memiliki lebih banyak orang dibandingkan hari kerja karena akhir pekan, dan tampaknya kekuatan inti bergeser kembali dari mereka yang berusia 60 tahun ke atas pada hari kerja menjadi kelompok muda usia 20-30an.
Hingga pagi hari, kelompok usia menengah adalah yang paling banyak, tetapi mulai sore hari, kelompok muda dan keluarga dengan anak-anak mulai bertambah.
Memang, terlihat keluarga yang membawa kereta bayi dan remaja yang datang dalam grup bersepeda dengan teman-teman mereka.
Di dekat lokasi perhitungan, ada juga ruang yang dibuat di bawah papan tanda '올공유치원' (Taman Kanak-kanak Taman Olimpik) untuk memungkinkan anak-anak melakukan aktivitas seperti menggambar bendera Taegeuk.
Sepasang suami istri berusia 30-an yang mengunjungi tempat ini bersama anaknya berkata, "Ini adalah kesempatan bagus bagi anak kami untuk belajar dengan pasti cara menggambar bendera Taegeuk." Pasangan lain berkata, "Dunia tempat anak kami akan tumbuh sedang hancur, jadi kami memutuskan untuk datang bersama anak kami."
Khususnya pada sore hari, kelompok-kelompok yang melakukan peribadahan dan pujian berpusat pada pemuda menyambut hari Minggu terlihat di berbagai tempat.
Menurut data kota real-time Kota Seoul, populasi real-time yang tinggal di Taman Olimpik pada pukul 10 malam adalah 18.000 hingga 20.000 orang. Dari jumlah tersebut, mereka yang berusia 20-30 tahun menyumbang lebih dari setengahnya.
Sejumlah besar dari orang-orang berusia 20-30 yang dihitung diperkirakan adalah pengunjung festival musik yang diadakan di dekat lokasi demonstrasi. Populasi taman yang meningkat hingga 46.000 orang pada pukul 7 sore hari itu terus menurun.

Warga yang berpartisipasi dalam demonstrasi Jamsil mengelilingi lapangan bola tangan yang digunakan sebagai lokasi perhitungan dan berteriak slogan seperti "Pemilu curang, pemilu ulang", "Penghitungan hari pemungutan suara yang sama hari", "Investigasi kolaborasi Korea-Amerika", "Pemilu curang A-WEB (A-WEB·Pertemuan Badan-Badan Pemilihan Dunia)".
A-WEB adalah pertemuan yang menjadi anggota Komisi Pemilihan Korea, dan telah ada teori konspirasi bahwa A-WEB adalah tubuh utama yang mengekspor sistem pemilu curang ke berbagai negara di seluruh dunia.
Beberapa peserta demonstrasi menunjukkan ketidakpuasan dengan mengatakan "Jangan berteriak slogan 'investigasi kolaborasi Korea-Amerika', hanya berteriak 'pemilu ulang'". Ada juga yang menyarankan untuk hanya berteriak 'penghitungan hari pemungutan suara yang sama hari' atau muncul mereka yang berteriak slogan seperti "Kita adalah satu".
Ketika berita bahwa Perdana Menteri Kim Min-seok akan menghadiri 'forum diskusi warga terkait reformasi komisi pemilihan' pada pukul 10 pagi di Universitas Olahraga Korea yang berbatasan dengan Taman Olimpik tersebar, ada suara kekhawatiran tentang konflik di antara peserta demonstrasi.
Terlihat ada spanduk dengan pesan "Mari kita ingat insiden Pengadilan Distrik Barat" dan "Jangan mengulangi kesalahan yang sama, dalam situasi apapun tidak boleh ada kekerasan dan konflik". Di media sosial (SNS), ada juga postingan yang menyarankan untuk melakukan 'demonstrasi senyap' jika perdana menteri mengunjungi.
Namun, diketahui beberapa YouTuber terlibat dalam perselisihan dengan pihak Universitas Olahraga Korea meminta untuk diizinkan menghadiri forum diskusi tersebut.

Sekitar pukul 3 sore, penyiar Lee Hyuk-jae mengenakan kaos merah dan membawa bendera Taegeuk sambil berfoto dengan warga dan berjalan-jalan di dekat lokasi perhitungan.
Dia, yang diusir dari industri penyiaran karena insiden kekerasan terhadap pekerja wanita di ruang salon pada 2010 dan lainnya, pernah berpartisipasi sebagai hakim dalam audisi publik pemuda proporsional anggota legislatif Kekuatan Rakyat yang diselenggarakan menjelang pemilihan lokal 6-3 bulan lalu.
Beberapa peserta demonstrasi mengelilingi jurnalis media berita dan meminta agar "melaporkan dengan benar".
Seorang warga mengatakan itu adalah bukti pemilu curang dan menempel puluhan lembar foto berisi tampilan kertas suara dll. di lantai dekat lokasi perhitungan.
Mulai sekitar pukul 6:30 sore, konser orkestra yang terdiri dari sekitar 20 warga diadakan.
Mereka memainkan lagu kebangsaan, 'Lagu Loyalitas', 'Negara yang Indah' dll. sambil menempel bendera Taegeuk pada atasan musik atau memakainya di tubuh mereka. Lagu Loyalitas adalah lagu militer yang sering dinyanyikan oleh para pendukung di depan Penjara Seoul di mana mantan presiden Yoon Suk-yeol sedang ditahan.
Beberapa warga melakukan kampanye penandatanganan untuk melaporkan kepala kepolisian Seoul Park Jeong-bo, yang memperingatkan "jika mendukung tindakan ilegal di lokasi demonstrasi, keluarga Anda bisa mengalami kehancuran", atas tuduhan intimidasi dan sebagainya. Lebih dari 300 warga menulis nama mereka dan sebagainya di samping dokumen pengaduan.
Dengan demonstrasi tanpa penyelenggara yang berlangsung lama, bendera dan spanduk yang mengekspresikan berbagai pendapat juga muncul.
Tidak hanya peserta yang mengibarkan bendera bintang dan garis besar, tetapi bendera yang mengekspresikan pendapat seperti "menentang perubahan gender tanpa operasi transgender" yang tidak terkait dengan pemilihan ini juga terlihat.
Di tengah semua ini, saluran YouTube yang pro-pemerintah 'Jeongchi Hanjaban' dalam keadaan mengumumkan demonstrasi yang menentang pemblokiran lokasi perhitungan di dekatnya.
Rapat di trotoar depan Bosingak di Jongno-gu, di trotoar depan Daehanmun di Jung-gu, dan sebagainya di wilayah Gangbuk direncanakan untuk mengecam pelanggaran hak pilih atau mendesak hukuman bagi mereka yang terlibat dengan pemilihan yang bermasalah.
