The government plans to improve the arrears payment system to address the unfairness that a child's national pension enrollment age differs depending on their parents' financial resources or information access. Currently, arrears payment is only possible if there is a history of past insurance premium payments, but in the future, the government will support the first month's pension insurance premiums for young people aged 18 to 26 who have no payment history, providing an opportunity for arrears payment to all young people. This system will be implemented from January 1, 2027, and will be applied sequentially from those born in 2009. The government also plans to review additional institutional improvement measures such as easing the requirements for arrears payments and expanding the scope of application.
