Yunhojung, Minister of Public Administration and Security, proposed establishing a cooperative system in the form of 'Public Prosecutor's Office-National Investigation Agency Joint Investigation Headquarters (Joint HQ)' instead of the existing joint investigation headquarters of prosecution and police after the separation of investigation and prosecution. In this method, prosecutors from the Public Prosecutor's Office will not directly conduct investigations but will be responsible for legal review, warrant examination and application, while the National Investigation Agency (NIA) will lead the investigation. However, the legal community points out that it is impossible to establish a 'Joint HQ' because the dispatch of prosecutors from the Public Prosecutor's Office and NIA investigators is prohibited under relevant laws. Jeong Seong-ho, Minister of Justice, also expressed concerns that the operational basis for the Joint HQ is weak and that excluding prosecutors from participating in investigations could lead to problems with evidence admissibility. President Lee Jae-myung urged the need for prior consideration on the existing Joint HQ operation method during the preparation process of the NIA.
