The special investigation team argues that Yoo manipulated the audit process by changing face-to-face investigations to written ones and applied charges of abuse of authority. Notably, the audit report's characterization of the relationship between 21 Grams and Won Dam Construction as "difficult to view as a name lending" in the context of the problematic public works contractor selection process has raised suspicions. Yoo Byung-ho denies all allegations, maintaining that the audit was conducted legitimately. A warrant review is scheduled for the 20th at the court.
