At the time of the Jang Yoon-gi incident, the National Investigation Headquarters (NIHQ) of the National Police Agency instructed that Jang Yoon-gi's murder case of Lee Chae-won and past sexual offense cases be investigated separately. The NIHQ instructed that the Women and Youth Division handle the sexual offense case. As a result, it became difficult to apply charges of rape and murder against Jang Yoon-gi, and he was ultimately indicted on murder charges alone when sent to the prosecution. Currently, NIHQ officials have stated that they will clarify the investigation process at the time, including whether or not there were instructions for separate investigations, through future investigations.
