The special prosecution team reported that Yoo issued "guidelines" to the audit team, limiting face-to-face investigations and requests for official documents, and intentionally concealed the process of selecting construction companies in the audit report. They applied charges of abuse of authority. The court issued an arrest warrant due to concerns about evidence tampering.
