The Korean government plans to overhaul the health insurance premium system to increase the burden on high-income earners and raise the minimum premium standard for low-income earners. The monthly health insurance premium ceiling for 7,600 salaried workers, representing the top 0.04%, will be raised from 4.59 million won to 6.12 million won. The minimum premium for low-income earners will be adjusted from 18,000 won to 22,260 won per month, linked to the minimum wage. However, the increase in the lower limit will be applied gradually until 2029 to alleviate the burden on low-income earners. Through this revision, the government expects an increase in health insurance revenue of approximately 316.8 billion won and plans to use the secured funds for local medical support and strengthening coverage for rare diseases.
