Since 2023, there has been an increase in cases where typhoon or torrential rain has led to the activation of both the heat wave and flood disaster response headquarters during the operation of the heat wave emergency plan. According to a research team's analysis from Seoul National University, the occurrence of combined heat waves and droughts domestically has increased over the past 10 years. These compound disasters can cause significant damage to health and agriculture, and the phenomenon of "hydroclimatic whiplash," where dry and humid conditions change rapidly due to climate change, is also attracting attention. The Ministry of Public Administration and Security is planning to analyze the impact of climate change on natural disasters and establish a system for effectively responding to compound disasters.
