Education superintendents from all 16 provinces and cities opposed the government's proposed revision to local education finance grants and launched a joint response. The superintendents argued that the Ministry of Planning and Finance prepared the revision plan unilaterally without consulting with the education community, and insisted on maintaining the current system of linking national taxes. In particular, they pointed out that calculating grants based on regional growth rates does not take into account increases in personnel expenses and prices, and expressed concern about the difficulties facing future education due to a decrease in educational finances. The superintendents threatened strong countermeasures such as boycotting budget director meetings, and demanded that negotiations with the government reflect the voices of educators on the ground.
