The number of cases sent back to the police by the prosecution for supplementary investigation in the first half of this year was 65,913. This shows an increasing trend since the adjustment of investigative powers. The main reasons cited for the increase in requests for supplementary investigations are the police's inadequate initial investigation, excessive workload, and lack of personnel and budget. Amid discussions about abolishing the prosecution, the police argue that frequent requests for supplementary investigations by the prosecution are increasing their workload, and that more than 200,000 unsolved cases occur every year. In particular, there is a growing need to strengthen police investigative capabilities and improve communication between the prosecution and the police, as the number of unsolved complex fraud cases is increasing.
