President Prabowo Subianto officially signed the revision of Police Law Number 5 Year 2026. This revision is the third amendment to Law Number 2 Year 2002 concerning the State Police of the Republic of Indonesia.
A copy of the revised Police Law can be accessed at jdih.setneg.go.id. Prabowo signed the law on 17 June 2026.
This Police Law revision was approved in a plenary meeting at Nusantara II building, Senayan, Central Jakarta, Tuesday (9/6/2026). This approval was taken in the agenda of second-level discussion which was also attended by government representatives and Police Chief Listyo Sigit Prabowo.
The meeting was chaired by Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad. Also present were Deputy Speaker Saan Mustopa, Cucun Ahmad Syamsurijal, and Sari Yuliati.
The Police Bill contains several provisions, including the retirement age limit for police members. The regulation is contained in article 30.
"Article 30 paragraph 5 letter c now reads 'Specifically for four-star senior officers, the maximum retirement age is 60 years and can be extended for 1 year or in accordance with needs determined by Presidential decision'," said Deputy Minister of Law Eddy Hiariej during the first-level meeting held in the Commission III meeting room of the House of Representatives, parliament complex, Senayan, Jakarta, Monday (8/6).
"So the addition is or in accordance with needs determined by presidential decision," he continued.
In addition, there are other changes, including in Article 2 regarding the transitional rules for retirement age limit. Below is the wording of the retirement age limit provisions when the Police Law comes into effect:
a. The retirement age limit for members of the State Police of the Republic of Indonesia as referred to in article 30 paragraph 5 applies to members of the State Police of the Republic of Indonesia who are 56 years old when this Law comes into effect.
b. Members of the State Police of the Republic of Indonesia who are 57 years old when this Law comes into effect, the retirement age limit is extended until that member reaches 59 years of age.
c. Members of the State Police of the Republic of Indonesia who will turn 58 years old this year, can be extended until that member reaches 59 years of age, as referred to in article 30 paragraph 7, comes into effect on the date this Law is promulgated.
This Police Law revision also opens opportunities for people with disabilities to become police members. The provision is regulated in Article 21 paragraph 2 which states that Indonesian citizens with disabilities can be appointed as police members as long as they have the competence required by the institution.
Another change in the Law is the strengthening of the role of the National Police Commission (Kompolnas). Based on Article 38 paragraph 1, in addition to assisting the President in setting the direction of police policy and providing consideration in the appointment and dismissal of the Police Chief, Kompolnas is also tasked with providing input regarding the development of integrity culture, professionalism, organizational culture, and police performance.
Article 38 paragraph 2 also expands the functions of Kompolnas, including receiving public suggestions and complaints regarding police performance to be submitted to the President and Police Chief, providing input regarding police education curriculum, and providing consideration regarding the establishment of police professional code of ethics.
In the general explanation of the Law, the government states that the changes were made to adjust to the legal needs of society, developments in law enforcement paradigms, and to encourage modernization of the police to be more professional, transparent, integrity-based, and uphold the protection of human rights.
